Senior Constable Nathan Guerin said the thief stole the money from the bookmaker's handbag on Thursday, November 28, between 1.30pm and 5pm.
"The victim had her handbag stolen from the betting ring. The bag contained $7000 in cash," Senior Constable Guerin said.
"She got her handbag back about 6pm after it was found in a skip bin but (the thief) had taken the cash."
Senior Constable Guerin said police are hoping people in Bendigo might be aware of someone who came into a large amount of money recently.
"(The bookmaker) had the bag at her feet but was preoccupied with her work," he said.
"No one saw anything, there are no witnesses and no CCTV. We are hoping someone in the community might know of someone who came into a large amount of cash recently."
Anyone with information should contact Senior Constable Nathan Guerin at Bendigo police on 5448 1300.
