Ms Lay said Ms Vincent had been an important part of the organisation and the wider Bendigo community.
"I know her departure will be felt by many staff, volunteers, and members," Ms Lay said.
"I had the great pleasure of working closely with Rosita, and personally witnessed her work ethic, selflessness, grace, and great integrity during a challenging 2020."
Ms Lay also confirmed Sonia Di Mezza would take over the role of chief executive from December 2.
Ms Di Mezza is a human rights lawyer who has worked as chief executive of the Domestic Violence Crisis Service, deputy chief executive of the ACT's Disability, Aged and Carers Advocacy Service, and as a resettlement consultant for the United Nations High Commissioner for Refugees.
"The board is confident that with Sonia's strong level of non-for-profit organisation and chief executive background, coupled with extensive intercultural experience, will foster further growth to our organisation's strategic vision of achieving an even stronger connection with and service to our multicultural communities," Ms Lay said.
Ms Lay said Multicultural Services were excited for 2021 after a difficult year.
"While 2020 has had its changes and challenges with trying to find a COVID-normal, I am so excited for what 2020-21 and beyond holds for Multicultural Services," she said.
"We are making headway as a proud peak body for the Ethnic Communities Council of Victoria."
